Nobody budgets for the pallet — until a consignment sits at destination because the wood under the goods lacks a stamp. ISPM-15 is the international rule for wood packaging, the mark is checked at import, and the failure mode is expensive precisely because it is boring.
What the rule requires
Solid-wood packaging — pallets, crates, dunnage — must be treated (heat treatment is the standard route) and carry the IPPC mark: the wheat symbol, country code, producer number, treatment code. Processed wood (plywood, OSB) is exempt. The mark must be legible, on opposite sides, unpainted-over.
The rejection scenario, walked through
Customs finds unmarked or illegibly marked wood → options are treatment at port (where available), re-export, or destruction of the packaging — each with storage, handling and delay costs that routinely exceed the cargo's freight. and the schedule damage is usually worse than the invoice.
How we make it a non-event
Wood packaging is a specification line, not an assumption: pallet type and ISPM-15 status written into the order, the mark photographed at loading, the photos in your document pack. If plywood pallets remove the issue entirely for your route, we say so.
Common questions
Practically, the importer carries the delay regardless of contracts — which is why the check belongs before loading, not after arrival.
Processed wood is exempt from ISPM-15; some buyers specify it precisely to delete the risk category.
Four things, and all four have to be legible: the IPPC wheat symbol, the two-letter country code (CN for China), the producer code assigned to that treatment provider, and the treatment code — HT for heat treatment, DH for dielectric. It must appear on at least two opposite sides of the pallet, which is where most rejections actually come from.
All solid-wood packaging, yes — the forgotten dunnage plank causes the same rejection as the pallet.
